mccain, schumer, rubio, and others, which moves us towards comprehensive immigration reform, embraces of this vital core principle. i also welcome president obama's contributions to this discussion and look forward to hearing what he has to say today in las vegas. it carries a bipartisan agreement that it is -- to make room for foreign-born american educated experts who want to apply their skills, start businesses and raise their families are. at the same time went to dramatically improve s.t.e.m. education available to american citizens to fill this dramatic gap in these fields. as senator hatch said just a few minutes ago, if you take the example of computer science, by 2020 the u.s. economy will need 120,000 men and women to fill these jobs, yet just 40,000 graduates with degrees in computer science will be americans. how to fill that gap so the bipartisan legislation we introduced today tackles old site of this problem by reforming our outdated immigration system to allow highly skilled engineers and researchers to stay here rather than leaving and taking their jobs and future opp

to convince the country to change course. we have to reform entitlements. and ultimately we have to revisit the health care law. clearly president obama does not want to give us that chance. he wants his last two years to look just like his first year of presidency. he wants to perpetuate progressive government for at least a generation. why? because he thinks that is the right thing to do. to do that he needs to de- legitimize the republican party and house republicans in particular. he will try to divide us with bogus deals. he will try to get us to fight with each other, to question each other's motives so we do not challenge him. if we play into his hands we will betray the voters we said -- we will betray the voters who supported us and the country we need to serve. we cannot let that happen. we have to be spared. we have to be smart. we have to show prudence. what do i mean when i say that? prudence is part in government. abraham lincoln called it one of the cardinal issues. we have to find the good in every situation and choose the best means to achieve it. we have to make decisions

support. it appears congress is going to pass significant immigration reform and that reform looks like it will fall much of what president obama wants. if that goes through, that is perfectly constitutional. you get the government you vote for, that you deserve and this is the government you have. if you oppose the republicans in the senate for reaching this agreement, your recourse is to replace those members. host: going back to your comments about the president paused use of drones and how he fights the war on terror -- guest: every president has said he is facing problems that his predecessors did not have to face and that is why he is asking for more power. three people have to be highly skeptical of that. drones an important technology. they are not so vastly different nor is the war on terror so vastly different as to excuse the creation of an imperial presidency. this president, at least his administration, has said they will reserve the right to do drone strikes in countries that are posed to them. the american people dismiss the concerns are countries that raise his objection

immigration reform. there's going to be a pretty big sticking point on what you do with the 11 million who are already here illegally. president obama's laid out a path to citizenship where they'd pay fines and back taxes, et cetera. a lot of republicans might object to that. but if i could i'd like to go back to something chris said about these steep spending cuts. i've spoken to a lot of people who really are familiar with the nuts and bolts of the budget and how actual lit money gets spent. they say that with the caps that are in place right now, with inflation cutting into those and with population growth, the only way you can really cut spending is p by doing things like firing people at the fbi. because veteran spending is going to increase automatically. president obama wants to spend more on education. that's tough. so these cuts go into effect, but they might find very quickly that it's very difficult to actually implement them. >> last thing here to you, chris, we're hearing about a couple of senators not going to be -- not going to seek re-election. talking about harkin, saxby c
